Definitions

Team - The agency/group/contractor that the account is named for

Project - the overall contract name

Project owner - the person that creates "project" and report template.

Project Editor - other people on the project owners team that can approve and edit reports

Contract Deliverables (Milestones) - the time period template that contrators will report on

Reporter - Person who fills in the report

Report - Where people enter data

Rules to Create Projects and Deliverables

Project owner can create a project

Project Editors can edit and approve reports

Rules to Start Reports

Start Report/ In Progress

Only the reporter can start an in progress report

When a report is in progress only a reporter can edit it

Only the reporter can submit the report

Once submitted only the project owner or a project editor can edit the report

Project owner or a project editor can return the report to the reporter

Project owner or a project editor can approve the report

Approved

Once approved neither party can edit the report unless it is returned 

Project owner or a project editor can return the report to the reporter
